Why do ectotherms stay still and chill out when it's cold? biology

Why do ectotherms have low activity levels in the cold? Surely, they should be very active in order to heat themselves up??

idk maybe all their energy expenditure is diverted into body functions which directly heat themselves up like shivering, rather than moving in order to do so
So you know that ectotherms use their environment in order to warm up/cool down. When it’s hot, heat energy is absorbed by the ectotherm which means that enzyme controlled reactions in the ectotherm happen faster so it’s more active. The reverse is true in the cold, there isn’t much heat energy available to speed up the chemical reactions so the ectotherm is less active.
