Rephrasing the question, it is basically saying: The Constitution "depends on" (relies on, attributes importance to) both conventions and laws in the same way. The question for you is whether you agree with that analysis or not: do you 1) think conventions are actually more important than the law when it comes to their contributions to the Constitution, 2) or vice versa, or 3) do you agree with the question in that they are of the equal constitutional value
