I don't do this exam board i do aqa but i can share how i was taught to write my 25mq.
Definition- any key terms relating to the question, policies, objectives etc
Analysis- 3 or more chains of analysis arguing for and against. It could be for one and for another. Doesn't strictly have to be for and against. As long as you use this part to analyse and answer the question.
Application- Data, Diagrams, Examples. Put this in every paragraph or every chain of analysis. application marks can help boost your total score. if you think it's necessary put it in.
Evaluation- Evaluate all the way through, this means argue the point you stated. Give depends on, use WEESTEPS* to evaluate. Evaluate after every chain of analysis then as your conclusion give an entire page of evaluation or at least half a page.
W- wider context (bigger picture)
E,E- efficiency, effectiveness
S- scope ( can it work/bigger picture)
T- time period(long run v short run)
E- efficacy (fairness)
P- priority( is it important/trade offs?)
S- scale(how big is the impact)

you don't need to do every single part of weesteps just get enough to evaluate not everything works for every question. At the end you might get at least 4 pagesof writing. as long and all you wrote makes sense you'll get the top band always. this is what mmyteacher taught me . i hope this is helpful. also aqa doesn't have 20 markers
