So, it's just a case of how much was used by industry (from the table) minus how much was used by machinery.

You say the chart is not accurate enough to read from (true as it stands), but you have an image of it. Blow it up with whatever software or browser options you have. Measure the distance between 1000 markers (for comparison), measure the width of machinery, and work out the value it represents.
