I'm not 100% sure what you're asking but some axons are not insulated by the myelin sheath simply because they don't need to transmit signals as far.

I googled this the other day and it said something about the myelin sheath takes up space, so in places where lots of neurons are needed in a small space, the myelin sheath isnt needed. idk if this answers your question tho

This would make a lot of sense. Since the brain is in quite a compact space there isnt really any need for a myelin sheath because they can much easily transmit between neurones.
