Can I complain about neighbours?

I have my dissertation due, problem is the neighbours are too loud. They have a kid who spends the whole day screaming (nearly 8 years old), and they encourage it, they play their music too loud till 11 some times and then they even have guests laughing really loud and talking really loud till 10:30. No talking to them isn’t an option

noise complaint-call the police for that and tell them you're trying to work and carry on with what you've said on the post.

You can report then to your local council but it takes time to resolve issues. They would want to measure noise levels etc and I’m not sure it’s late enough to be unsociable hours.
Keep a diary of all issues and report it for the future but right now it may be better to try to work somewhere else. Shouldn’t have to but anything else takes too long

you need to talk to your neighbour first. have you done that? cuz the council will want to know what steps you've taken to resolve this yourself (also feel your pain. i'm tired of living in student accommodation :frown:).
