what is the mechanism and type of reaction when ethene eact with hydrogen chloride? what the difference between them two?

One is simply the name for the process (type), the other describes how it happens (mechanism).

I disagree with pazl2.

The name of the reaction is exactly that, in this case electrophillic addition. The mechanism should involve drawing some molecules and some curly arrows to show HOW the reaction happens.
