can i ask a question what does a IDE or a Integrated Development Environment do.

An IDE or Intergrated Development Environment is basically software where code is written, complied, debugged and ran. In simple terms, it's software in which programmers can use to develop software and programs. Have a look online for the likes of Microsoft Visual Studio. It's an example of an IDE that is commonly used. IDEs will vary in the features that they offer from language to language (programming language), but when you put it simply they all will allow the basic facilities that a programmer will need to create a program/software (as mentioned above).
