Managed moves in the civil service

Does anybody know how individual employees are selected for managed moves? What criteria is this based on?

For example if an office is overstaffed with 20 staff that all do the same job. The powers that be decide that 2 staff must be moved to another office that is understaffed. They ask for volunteers but nobody volunteers as working conditions are worse at this other office and there is also no staff parking.

How do they decide on who goes? Is there any grounds for appeal if the staff selected feel this seems extremely unfair and victimised? There are also other issues such as the office over hiring more staff and taking in managed moves from other offices which resulted in the over staffing issue in the first place and means existing staff may be forced to move out in a counter managed move. It all seems a bit crazy to me.
