Unfortunately, adequate performance / passing that apprenticeship is considered part of your probation period. If you are struggling, there are support offered, both through the apprenticeship program and through your line manager. Go seek them out to see if it helps.

Yes currently have approached support. In the event I look for external jobs through civil service and decided to quit before my probation, would HMRC give me any bad reference at all?
