This is something you should be able to pick up on your own, but suppose we measure t hours from 10am onwards. Then at t=0 we have n=5000. And at t=0.5 we have n=7000.

This gives you enough info to determine k and c.
"increasing at a rate" suggests you need a derivative wrt time.

and an initial condition is stated.
