When talking about the reactivity of different metals based on the voltage they produce in electrolysis does it matter if there is a - in front?

For example (using very random numbers), what would the reactivity series of Copper (0V), Magnesium (-1.5V) and Zinc (2V) be?

Would it be: (from least reactive to most)
Copper, Magnesium and Zinc
OR
Magnesium, Copper and Zinc

basically im asking if the - matters...

This was for a question in a mock I think I did badly on and I wanna know if I atleast got this right lol...
