Fences around schools. Reporting mechanism for kids who disclose info that causes concern. Schools connected to and work with children's services to look after vulnerable children. Done!

PS You need to find the definition of a vulnerable child .

the question was linked to the setting of a nursery and the topics more around accidents, illnesses and emergencies

These policies are guidelines for staff working within the setting, as they would know how to deal with different situations. For example, if a child who discloses information that causes concern to their safety and wellbeing, the problem would have to be looked into as it would be seen as safeguarding and this is when policies and procedures would be implemented into keeping the child safe.

Here in Los Angeles County we have The Department of Public Social Services, (DPSS) also The Women With Infents and Children program and The Child Protective services of Los Angeles and the State of California, Sacramento is The State Capital, check whith those agencies online, for more insight if possible from the UK.
