I’m currently doing an epq to do with history, but want to study law at uni( hopefully Russel group). Most of the universities I’ve looked at say they value a relevant EPQ to the subject you want to study, but don’t say anything about EPQs that aren’t relevant. Would it be a good idea to try and change my idea to something more law- specific?? Will not doing a law EPQ reflect badly on my application??

It will help you with your interest in your personal statement but it wont reflect your application badly

As Law is so interdisciplinary, you can always talk about your EPQ from a more legal perspective in your personal statement, or even link your History EPQ to a modern legal issue/your motivations for studying law if you are able to. (I did a History-focused EPQ, but I still talked about it in my personal statement and tried to link it to Law)
