As any academic will tell you (like gjd800), reading/intersessional weeks are good times to catch up on marking, planning, QA, god,even research! Yes, the university is 'open', but expect things to move a little slower, as priorities are shifted slightly.

Bearing in mind that a a huge number of applications never even go to an academic member of staff, yes.
