Energy photons and image quality

I have an assignment which asks why do low energy photons produce greater quality images, whilst high energy produce suboptimal images.
Can someone explain why???

Is this the complete question? When you refer to the image, what kinds of image are you referring?
Does the photon pass through some materials before depositing onto some photographic film to produce the image?
