Funding opportunities at the University of Cambridge

I have a couple of questions regarding PhD funding opportunities at the University of Cambridge.
1. My status has recently changed to the GAO stage and I am hoping to receive an offer soon. How likely is my application going to be rejected at the GAO stage? I don't meet the univ's English lang requirements BTW.
2. I am an international student and I have applied after the funding deadlines. I was going through college specific funding opportunities and I was wondering how competitive are those scholarships (eg the Trinity overseas bursaries etc)?
3. I will be able to partially fund (60%) my PhD and I need help with the rest of the amount. Are there any opportunities for international students (such as the college specific scholarships etc) that take care of the remaining amount if you have already secured partial funding?
