Uni with 2 alevels and an AS in california

Hey everyone! I want to get into uni in Cali as an international student. I picked maths and business studies as my main subject. Are you aware of any good and cheap uni in Cali?

Good universities usually require 3 A-Levels.. At least that's what I think.

umm, I don't have the time to have three A-levels...
any uni works lol, don't have to be a good one...

I doubt that any will be cheap paying out of state tuition. Then there's the visa issues.
How much should I keep in mind? 15 grand? 20 grand?
