Poor people with OCD

How do they function ? surely they have to go to work and take public transport ? So how do they deal with their compulsions.
I guess if it was that bad , it would be linked with depression and they would stay at home and receive PIP pay ?

Well, it depends on how their OCD affects them and how they manage the obsessions/compulsions.

They don't need to have depression or any other issue to be eligible for PIP or ESA/UC, they just have to show proof of how their OCD affects their day to day life or ability to hold down a job.
Like all things, OCD is on a massive spectrum of severity and variance.

What you're describing is one (rare) manifestation which involves contamination/washing. Most people with OCD would appear completely normal to you and simply organise their external world as a subconscious attempt to regulate their nervous system.
