What would you set the minimum wage?

I don’t believe the state or a charity like the Living Wage Foundation should set the minimum wage, the rate seems very arbitrary.

I would tie the rise in the minimum wage to the employment rate so that when the employment rate is rising the minimum wage would rise by inflation plus x%, when the employment rate is falling it would rise by only inflation.

Essentially the minimum wage should rise by as much as the labour market can handle rather than what a beaurocrat thinks is politically popular or what a charity thinks is required (for example holidays).
I think £9-50, would be a fair minimum wage.
