How do you get 23?
Use the cos rule on the triangle to get the third length (the radius)

So I did 14^2+27^2-2x27x14sin32=524.3810
Square root to get 22.8993 I’m unsure of what to do next

It's called the cos() rule for a very good reason ....
Also it's r^2 in the circle area or sector area. You don't have to root the first calculation.
