Example could be 2011 Tohoku earthquake and the tsunami that caused the Fukushima Daiichi nuclear disaster. They didn't develop the area or the plant correctly as they were pushed for time, so when the tsunami occured (and was extremely powerful and overcame all the barriers) it knocked out the plant aaaand had to evacuate the city. That's one example to use.

Really think about the key word of assess in the statement - how much detail do you need, any recent case studies you've completed, and if there's any counter-arguments. Volcanic eruptions - how could any development not cause a distaster?

I'd be tempted to look into lines such as:
............. What does failure of development mean? If it means buiding in dangerous areas (no land-use zoning) then the statement rings true. If it doesn't then natural disasters will occur anyway - Especially tectonic/atmospheric hazards......
.............. What physical factors contribute. Think of tsunami waves being funnelled higher by islands, or the topography of a landscape funneling flood water. ie in 2007 Severn floods one reason teweksbury flooded was that is lied at the confluence of 3 major rivers plus more contributaries....
