I am not really sure that I understand your question in the first place but if you asking about if you can do distance learning without been living in the college area.
The answer, of course, you can.
I am doing Access distance learning and I am not even sure where the college is nor I have ever been asked to visit the college.
You will get the college, teacher and headteacher phone and email contact, where you can contact them if you have any question.
Also, the course website where everything will be there, material, assessments, notes, tests etc...
