system software - operating system OCR GCSE

I'm currently learning about operating systems but I'm really not understanding it and I think its because I don't understand what physically an operating system is. I know I sound pretty dumb for asking this question but can anyone help?
I'm sure you've already read a definition in the book, so I won't give you that. An operating system is essentially the software that a computer needs to run. It manages hardware and provides a user interface so that the user can use applications and access hardware. For example, windows is an OS

when you say manage hardware is one way how it manages the CPU by deciding what instructions it executes and in what order?
