I am faced with the decision to knock on her door when her parents aren't home.
She isn't my neighbour. She lives on my block.

That's not enough context. Are you neighbors? You'll get a second chance to make informal contact and you can use it to judge if it was just 'generic friendliness' or if she's somehow interested in 'more'.

1. Don't stalk her
2. Don't knock on her door
3. Don't pull envelopes sticking out of her letterbox to catch her name
4. Don't hang around outside for hours waiting for you to 'accidentally' run into each other
5. Don't look her up online
6. Don't like all her social media photos & buy her favorite CD just out of the blue, or whatever tf other wonky ideas might sprint through your mind
If you see her around just maybe small talk w her if you’re in close proximity? If you live near each other then you’re bound to see her every so often right
