Owning a car belonging to someone from abroad?

My brothers friends dad moved to Pakistan permanently and left his honda jazz in the UK. The car was then being used by my brothers friend. My brother brought it off his friend for £100. It's a good car, 4 electric windows, sunroof, and good rear seats. But there's an engine light because someone stole the catalytic converter years ago and has been on since 2013.

The car is registered to my brothers friend dad. Could my brother now use the car through congestion charge and get unlimited parking tickets? And if he does who does it affect? My brother has full comprehensive insurance, with tax and mot.

There's a new catalytic converter on it by the way, road legal car would pass an mot.
