Yes. The whole of the UK - every single person in it, is racist to some degree.
Compared to absolute 0 racism.. meaning you never ever judge people, categorize, think of people or treat people in any way differently based on their race, or ever say a single micro agression or problematic statement..or have ever said anything wrong in the past that was ok back then, but is racist now..

Comparisons to perfection are useless because no one is perfectly un-racist. What is useful is comparisons to other countries, actual things that exist, unlike imaginary 'perfection' A 100m sprinter is the best because he is better than every man that currently exists.. not because he can run against a hypothetical 5s time that has never happened and may never happen.
Against other countries, the UK is one of the least racist nations in the world. We consistently show ourselves to be more welcoming and more accepting of other races than 90+% of other countries. Can we do even better? Sure, but we should do so under the view of 'We are doing very well, but there is still room to improve' - not - 'We are awful racist people who must change'.
