If you look up the clock speed of a processor like the Athlon II X2 280 it has a clock speed of 3.6GHz but the fastest processor had a base clock speed of 3.0GHz but a boost clock speed of 4.2GHz so does that mean that the clock speed the say is the clock speed of each individual core and you have to multiply that by the clock speed given or are they talking about how the boost clock speed is the highest or am I completely wrong

It's never as simple as "clock speed times number of cores", there's loads of factors that dictate processing power.
