What about introducing a higher and foundation for as many subjects as possible? Would this give students who have been struggling a better chance at achieving the grades they want, whilst still recognising those who "have
managed to keep up their remote learning and may have had lots of support from their school"?

Only issue I can see with that is it would likely take quite a while to decide what content should be "higher only" meaning schools may end up teaching most of the spec anyway.
