What does this sentence mean : Terms may be traversed more than once resulting in red

“Terms may be traversed more than once resulting in redundant applications of congruence rules.“

My guess is that it means terms may be looked at/gone through more than once so the agreement rules might be changed and some of the applications we had might no longer be interested ?
