So since we are going to get faded by our school. I was just wondering does the school have to give at least one person a nine or is that not necessary

No. The school doesn't have to give anyone a 9 if they don't want to.

They will give you the grade that they can assume you would have achieved if your levels of effort were sustained, it's got nothing to do with how many students within the school are getting a certain grade. In the whole country, however, proportions of each grade will be almost the same as last year.
