Why do I keep getting job rejections at the application stage (Civil Service)???

So, I'd like some advice; I keep getting rejected at the application stage for civil service jobs and I'm not sure why. I have applied for around 15 jobs in the last few months (HEO grade) and only had 1 interview, which I was placed on the reserves for and recieved great feedback (said nothing to criticise, it's just someone was better).
I have two years experience on a grad scheme with a local authority, project management skills, stakeholdre management, strategy and service development, communication, etc. I think and feel like there is not a skills gap on my CV (although clearly it's something). I spend a solid ammount of time on application and check the 'civil service behaviours' yet, still 14/15 times I don't get an interview!
Can anyone give tips or insights into why this could be OR how to mitigate this?
I really want to make the transition into the civil service, but i dont know how.
