Yes. If the guy does not start it then there will be no relationship. Because if he initiates it, it is more likely he actually likes you, and isn't just going along with you because you're alright and he might get some benefits out of it, but not really be invested

Guys seem to have a "might as well" attitude to sex so unless you just want to hook up I guess then making a move first runs the risk of getting into a hurtful relationship or being disappointed. But the relationships I've been in we've just kind of drifted together from being friends before, nobodys really made the "first move", it just gradually becomes flirting then a relationship.
