UCAS: No option to join clearing (deferred application)

Hi, so I originally made my application well over a year ago and was due to start uni in September 2019. However i had changed my mind about a month before and I deferred my application on UCAS. Now, when I log into UCAS, I do not have the "decline place" button anywhere, it just says this:

"You have deferred your application to the next application cycle"

I am now due to start at my confirmed place in September 2020, however I would like to change my uni and I have ever been given an offer from another uni via e-mail when I applied to clearing on their website. However, I am unable to self-release into clearing on UCAS at all. How do I do this on a deferred, year-old application?

You have to do a new application for this cycle to be able to use clearing.
