Depends, my uni was something like you could average 67 and still get a first if half your modules were above 70.
I got 70 and that was a first

You would have to check your unis policy but at the overwhelming majority of unis 70.0% would be a first (I dont know of a single where this isnt a case).

'70%+' means at least 70% so yes. But like the above poster said unis sometimes round up marks that are very close to the boundary, especially if there's evidence of 'first class quality' in your marks (so lots of marks above 70).
