How many folders could a 20L bag hold?

I want to purchase a new bag for school next year. It's 20L with a laptop compartment, but I'm unsure as to how many folders could fit inside? thanks!

It's not about the volume, it's about the internal dimensions.

20l is very small for a bag. A standard A4 Lever arch is around 31/32 x 28/29 x 7.5/8ish, so the bag wouldn't even fit one, as they're too wide.
A lever arch is probably 10cm wide min so assume 13 is the depth, you’d get One in.
