Should the government do what Scotland did and award the CAGs? This would lead to a large increase in top grades which will lead to some students getting grades they do not deserve, however, this should reduce the numbers getting downgraded results that aren't fair.

No. It would mean all those that did work for their grades would have their grades devalued, and there's also the whole thing about which groups teachers are most likely to underpredict, definitely not the groups people want to have been disadvantaged by the process
