Not necessarily.
Although it might help with the basic/background knowledge you may need; there are some great college vocational (BTEC) or A Level courses that offer training in these areas before university.

I don’t think ICT is necessary but wouldn’t computer science be a better option than ICT to do for a levels ?

It depends on what you deem is appropriate.pervaps try looking at universities to see what they require as subjects (IT/Comp science/Engineering etc).
