Or is it like Uk where if you enter uni a certain year every year will be that same price?

Tuition fees generally change every year. The tuition fee increase depends on whether you are a Canadian citizen or permanent resident or an international student. It can add up really quickly if you are paying international student fees, at a rate of around 5-10% per year.

Yes.
Canadian uni fees usually increase annually.
Even in Britain, tuition fees do generally rise a small amount every year.

But in uk im a 2nd year and they charge the same as my first year yet the site says its 24k whilst on payment page its 23k. Does Canada also keep the fees the same as your starting year?
