can I request my university to give me a first class if I have a first in 1st year and 3rd year but a 2:1 in 2nd year?

Your university has a classification process-so they work it out based on their calculations. You don’t get to request what classification you get.

So according to their classification system, it will be a 2:1 but only a few marks away from a 1st ( so like a borderline case) that is why I want to know like if I can make a appeal if I had any extenuating circumstances etc?

How many is a “few” your university will again have rules where they state when you can appeal. Generally within 2% of the next grade, but sometimes less.
