SAT not required for colleges due to coronavirus

With SAT not being required due to coronavirus, many students are still taking the test. I assume sending a good SAT score will give you an slight edge over applicants that aren't submitting anything. My question is what score is better off not being submitted?

Furthermore, which application on its own would be stronger? Early decision with no SAT or Regular decision with a worthy SAT score. I understand that grades are not all that are taken into consideration.
