Would it possible to redo Year 13 at 19-20 because you dropped out in Year 12 due to Mental health being really bad etc?

Unlikely any school will wish to take you.
Only a limited number of colleges do A level, but you would start from the beginning.

Your other options are online A levels as a private candidate, self taught as a private candidate or access course.
Sixth forms only get funding for 16-18 year olds (19 if they retake whilst there) so that's their limit, but you can do a-levels at any age. Lots of further education colleges do a-levels- or even evening courses at such colleges, but you could also take them as a private candidate taking them online or self-taught.
If there's a particular course you want to do with those a-levels, you could do an access to higher education course, or try a uni foundation course or apprenticeship to get there.
As Above. You’ll have to do it privately. You can do access courses but A Levels is probably a better idea if you don’t have anything vocational in mind, as far as I understand.
