Will International students be limited university placements next year?

I am slightly concerned as a lot of universities are planning on going online for this academic year thanks to the pandemic and the quality of the education is not as good as it was before the COVID-19. No surprise there as the government and universities are trying there hardest to lower the R number and essentially stop the virus from spreading. However, people are still having to pay large sums of money for the education provided and international students (European students included as of Brexit) might have to pay more than the average student of the UK.
As the number of cases are on a rise again, just as we start to ease restrictions, I want to know what the situation will be like next year and whether universities will limit placements to international students. I feel like it's appropriate to ask this now as this is the time most people will be sending in their UCAS application forms and it will be useful to everyone.
