This will all depend on whether there is any space on the course you wish to move onto and whether you meet the entry requirements for the new course. Typically if both these criteria are fulfilled most Unis would allow a course transfer as student always achieve their best when studying a course they're passionate about.
Even if you aren't able to transfer courses I would recommend looking into the SQE which will launch in 2021 and allow you to pursue a career in Law with your current degree.
