On an argand diagram, sketch the locus of points representing complex numbers Z satisfying |z-2-3i|=1
So i drew the circle with centre ( 2,3) radius=1
Calculate the least value of arg z for points on this locus
I dont understand how to do this

Do you know how to find the point on the circle with least value of arg?

Is it by drawing tangents?

Yes. Then it's just a case of a bit of geometry - if you mark on the angle you want and the angles at the origin you can work out, it should become clear.
