Unconditional Offers banned?

Hi everyone,
I'm a student applying to universities for the year 2021.
I heard that Unconditional offers are banned for 2021, is this true? I thought that only goes for "conditional unconditional" offers

Unis can still make unconditionals where the applicant has already met their requirements.
