Assuming you have or are taking a Level 3 qualification (A levels, Access to HE etc), if you have a reason for why you have no GCSEs (in a different country at the time etc) then Universities will usually accept your application. The only exception would be if you need a specific GCSE like Maths where they will want to see 'other evidence' of your ability/skills in that area (ie. within a qualification you are doing now).

Is there a valid reason for why you have no GCSEs? Do you have any other qualifications? I think that you'd be better off sitting GCSE Maths and English at the very least so you have more options.
