Check it yourself to see that it is correct.

Starting with f(x), we:
> stretch horizozntally by s.f. 1/3 to obtain f(3x),
> then we translate horizontally by 4 units to the right to obtain f(3(x-4)) which is precisely f(3x - 12).

You can switch the order as well but the descriptions will not be the same. Start with f(x) and:
> translate horizontally by 12 units to the right to obtain f(x-12), and
> then stretch horizontally by s.f. 1/3 to obtain f(3x - 12).
