Essentially. the question is asking if the constitution has changed significantly since 1997. The way I would do it is three paragraphs:
Para 1 --> Devolution
Para 2 --> Constitutional Reform Act 2004
Para 3 --> 2010-2020 reforms (fixed-term parliaments act, recall of MPs act etc)
then analyse and evaluate whether or not these changed the constitution and whether or not it's significant.
Then conclude.
