Childrens educational tv show...mexican mouse thing

I remember being in reception and watching this show with this mexican racoon or mouse or something, and he used to swing into this town wearing his big sombrero, and he'd help this little mouse thing who didn't know how to spell. Then there'd be this cartoon bit which had a black pencil and would write some random letter and some weird raelly chirpy lady would go "up, down, round and flick!" to tell you how to spell it. What was that show called?? And what was the weird mouse like thing called?

I know it's a little off topic but anyone remember the show where all the characters where from a deck of cards. So they had the Queen of Hearts and the King of Clubs etc. It was a number show, can't remember the name though.

If there was any number one lovable rodent, it'd be him.

Let's face it, he's Spanish, and helps kids learn to count. Swoon. Jerry and Pinky don't have a patch on him.
